28 regions of Tatarstan facing water supply problems

Municipal districts in Tatarstan have due to the anomalous heat suffered from a lack of water, Tatarstan deputy minister of construction, architecture and housing Evgeny Volkov told a briefing at the Cabinet of Ministers today.According to updates, of the 45 municipalities 28 have had problems with water supply. In 21 municipalities there is a water deficit which is for the moment 25.8 thousand cubic metres a day. The maximum water deficit has climbed to 42 thousand cubic metres a day.
“Rural settlements have had a water shortage in the peak water consumption hours, during garden watering. There are settlements facing graver problems related to a lack of drinking water,” Volkov said.
Among the larger cities suffering from a water shortage are Arsk, Yelabuga, Zainsk, Leninogorsk, Tetyushi and Bolgar. In general, over 350 kilometres of networks, 85 additional wells, 87 pumps, 28 water towers, as well as 2.7 kilometres of electricity networks need to be built and installed in Tatarstan. The total demand for urgent investments is 622.4 million roubles.
Local governance bodies in the areas suffering from a water deficit have done some work, including laying 10 kilometres of water pipelines, installing 4 water towers, putting into operation 16 artesian wells (new, reserve and sealed), and replacing 13 pumps. Water delivery has been arranged, water supply limits introduced, water supply is being performed according to a schedule. In some districts, networks are being connected to form a circle, so additional water supply sources could be connected.
In 2010, 100 million roubles has been allocated to improve water supply to rural regions in Tatarstan. The funds have been used to construct and renovate water supply lines of a total length of over 75 kilometres in some settlements.
Municipalities were last month given 9.7 million roubles from the Tatarstan’s emergency technical reserve. Despite the measures of support in constructing water supply facilities, the water pipeline system’s financing is still insufficient.
“To normalise the water supply situation in the districts, the effort on installing water consumption gauges needs to be boosted, surface reservoirs used to the maximum for economic needs, delivery of water to settlements having a water deficit arranged,” Volkov concluded.
