Draft law introducing Commissioner for Children’s Rights office passed in first reading
The draft law had been introduced to the State Council of Tatarstan by the Committee for Law and Order chairman Shakir Yagudin.
(Kazan, March 12, Tatar-inform, Aliya Sabirova). The fourth State Council at the 9th session passed the draft law On Making Amendments to the Law of Tatarstan On Commissioner for Human Rights in Republic of Tatarstan.
The draft law had been introduced to the State Council of Tatarstan by the Committee for Law and Order chairman Shakir Yagudin.
“The draft law stipulates formalising the provision that the Commissioner for Children’s Rights is deputy to a civil servant in Tatarstan and is deputy to the Commissioner for Human Rights of Russia,” noted the document’s author.
He went on to say the Commissioner for Children’s Rights of Tatarstan is elected by the State Council of Tatarstan based on a President’s nomination for 5 years. The draft law also proposes to disclose the servant’s authority, which includes participation in the development of Tatarstan’s regulations related to protecting children’s legal rights and interests, and annual participation in the preparation of the Commissioner’s report in the part of observing children’s legal rights and interests.
The draft law also makes an amendment to article 2.3 of the Code of Misdemeanour, stipulating that obstructing to the Commissioner for Children’s Rights activity entails a fine.
According to the Commissioner for Human Rights in Tatarstan Rashit Vagizov, the draft law should specify the requirements for the minimal age of a person holding the Commissioner for Children’s Rights office. He said the terms in office of the Commissioner for Human Rights and the Commissioner for Children’s Rights should be the same.
In conclusion, the State Council chairman Farid Mukhametshin noted that consultations had been held with the related federal authorities and the proposed approach to introducing the new office in Tatarstan had been approved. “The draft law will continue to be elaborated on. The comments made over the course of this discussion should be carefully considered,” the parliament’s chief enhanced.
