Prime Minister instructed State Housing Fund to work out a schedule of funding with the municipalities.

(Kazan, March 12, Tatar-inform, Mikhail Mironov). Prime Minister of Tatarstan Rustam Minnikhanov has instructed the State Housing Fund and the Ministry of Finance to provide uninterrupted funding of the housing construction within the SHF programmes. The head of government at a weekly staff meeting at the Cabinet of Ministers ordered the SHF to coordinate the funding schedule with the municipalities.

Based on the data presented by the Minister of Construction, Architecture and Housing Marat Khusnullin, over the two months in 2010, 63.6 thousand square metres in residences has been put in operation within the SHF programmes, 8.4 percent of the plan. The Sabin, Rybnoslobod, Alkeyev and Baltasy regions have fulfilled their obligations within the fund’s programme.

According the Gosstroinadzor construction oversight authority, 86 construction sites within the fund’s programme are being supervised. Sixty three sites, of a total space of 570 thousand square metres, are under construction, 80.5 percent of the programme.

Marat Khusnullin highlighted the difficulties with SHF programme housing construction funding in Naberezhnye Chelny. In the remaining ten months of 2010, the State Housing Fund needs to disburse about 391 million roubles. Real financing has so far not been opened.

Prime Minister Minnikhanov admitted the launch of the SHF programme in 2010 had been sub-standard. However, the head of government noted some positive developments as well. “In Kazan, the work has been rolled out, a time for combat has finally evolved into a time for creation. You are together on the same boat, winners or losers. I have no time to listen to your mutual reproach, so do collaborate,” Minnikhanov told the Kazan and SHF executives.

Rustam Minnikhanov went on to provide uninterrupted financing of the construction within the SHF plan. “Let the municipalities not walk about with a hat held out. Since you have included buildings in your programme, do secure funding,” said the premier. “Let the SHF agree the schedule with the municipalities and the Finance Ministry provide financing.”
