Lack of financing is effectively the only reason of problems in implementing the programme.

(Kazan, March 5, Tatar-inform, Mikhail Mironov). The planned residential construction within the social mortgage lending programme in Naberezhnye Chelny in 2010 is in jeopardy, claimed today the Tatarstan Minister of Housing, Architecture and Utilities Marat Khusnullin.

Khusnullin reported that as of March 1, 2010, a total of 379 thousand square metres had since the top of the year been put in operation, 19 percent of the year’s plan. A total of 27 thousand square metres in social mortgage residences was put in operation in Kazan, the Agryz, Arsk, Buin, Zelenodol, Laishev and Sabin districts.

According to the Technical Inventory Office, as of March4, 2010, Tatarstan had a reserve of high availability housing in the amount of 1.595 million square metres. The reserve in Kazan is 842 thousand square metres.

The minister enhanced the situation with implementing the housing construction plan this year was tense. The main problems are found in the larger cities.

Marat Khusunullin said 50 flats in the buildings 3B-4 and 3B-5, constructed by the State Housing Fund, had been delivered to Great Patriotic War veterans. “We have serious doubts the buildings will be completed by May 1, that is why we ask the Kazan administration to consider alternative solutions,” said the minister.

The minister noted with satisfaction a decrease in the planned cost of utilities networks service in Kazan. “The networks for this year’s buildings will cost 101 million roubles, which is 2.8 times less than the original plan,” said Khusnullin. He went on to note that resources to develop the Severny Zalesny settlement were available. “We need 150 million roubles, to construct heating systems. Then we will have a real opportunity to receive federal budget funds to develop the site,” claimed Khusnullin.

The minister highlighted the complicated situation with implementing the social mortgage lending programme in Naberezhnye Chelny. The funding of the social mortgage facilities in the city is 59 percent. Over the remaining 10 months of 2010, the State Housing Fund has to invest about 391 million roubles in the housing construction in Naberezhnye Chelny.
